Code of Regulations and Ethics
The Code of Regulations and Ethics is the main body of rules that all foundation personnel must follow. It can be found at the following link. CoRE is enforced by the Ethics Committee, and any questions or appeals for a punishment from CoRE should be directed to them through their communications services.
Rights and Guarantees

A1 - Right to silence in face of interrogation/questioning.
During an investigation in which they are implicated, Foundation Personnel are not obligated to produce evidence against themselves or another person, nor to assist in the production of evidence against others. Silence may not be used against you, however may implicate you in the event you refuse to testify against evidence presented against you.
Personnel are not required to testify, answer questioning or submit to screening under any circumstance.
Attempting to threaten or illegally coerce personnel into submission of the aforementioned scenarios is forbidden, with punishment up to permanent Class-E status at the discretion of the Ethics Committee.
No authority, department or individual is exempt to aforementioned clauses under any conditions otherwise stated, regardless of position or immunity status.
The accused MUST state that they are executing their right to remain silent so that no confusion is found within the interrogation.
A2 - Right to fair hearing.
All personnel are entitled to fair trial by the Ethics Committee. In the event of an appeal, if the personnel believes the committee member handling their appeal holds some form of bias, they may request for another committee member to take over. This may only be done once.
The committee member who filed the report/punishment may NOT handle the appeal for the same case.
When an appeal begins, the committee member will be required to prove the legitimate grounding of the Foundation Personnel's punishment within laws specified within the CoRE, or departmental guidelines.
A3 - Right to challenge evidence and call for witnesses.
All FP have the right to challenge evidence or cite their own evidence during an investigation as long as it correlates with FPPA (Foundation Personnel Protection Act). They can also call upon their own witnesses, or challenge testimony from witnesses already present within the investigation.
