§.2 - Foundation Regulations
Infractions:
Infractions of the Foundation Regulations will be handled in three categories.
(C) Minor Infraction:
A minor infraction is a minor offense. If you are caught with a distracting package you may be warned and asked to change. Punishments for minor infractions include a warning or an Ethics Committee watchlist.
(B) Medium Infraction:
A medium infraction could be assault or tool abuse. Punishments for said infraction level may be departmental punishments or being placed on an Ethics Committee watchlist.
1-5 day Class E sentence.
(A) Major Infraction:
A major infraction is the highest level of a violation of the Code of Regulations and Ethics. Punishments for major infractions include departmental blacklists, Class-Es, or Ethics Committee watchlists.
5-14 day Class E sentence.
FR:1 - Trespassing
Trespassing
Foundation Personnel who are found trespassing in areas outside of their clearance level without proper reasoning will face subjection to punishment, these areas can include but are not limited to,
Unit 2+ Containment Zones
Foundation Personnel who are found trespassing in areas outside of their clearance level without proper reasoning will face subjection to punishment, these areas can include but are not limited to,
Unit 2+ Containment Zones
- Foundation personnel below L4+ are not permitted to wander within Unit 2+ Containment Zones unescorted by combative personnel and without proper reasoning within departmental duties, as well as not being permitted within the containment area of an anomaly.
Unit 0 Containment Zones
- All personnel are strictly prohibited from accessing the Unit 0 containment zone without proper biological equipment, combative escort, and proper reasoning within departmental duties.
Class-D Containment Zone (CDCZ)
- Foundation Personnel of clearance Level-0 and higher are permitted to access the CDCZ VA unrestricted; however, are strictly prohibited from entering the containment area. Foundation Executives L4+ are permitted to enter the CDC escorted via combative personnel.
Foundation Executives must have a valid reason for entry and are not permitted to pass the red line unless it is in line with their departmental duties. Non-executives in departments such as FIS, EC, DEA, or E&M are permitted in the Humanoid Containment Zone with an escort with a reasonable purpose.
Sensitive & Restricted Areas
- All Personnel under FD+ are under no circumstances permitted to loiter around or within areas outside of their Clearance Access, Information Access, or Department Access. Any & all areas marked as ‘Condemned’ are strictly off-limits to all Foundation Staff.
Upper Nexus Control Room and Maintenance tunnels
- Unauthorized access to these areas is not permitted, Only combative personnel within the Control Room and Maintenance tunnels are permitted besides FD+.
CDCZ Control Room
Personnel below L4 are not allowed within the CDCZ Control Room, if an L4+ goes into the control room they must not interact with the CDC blast gate doors, failure to follow this rule will be subjected to proper punishment.
CDC Balcony
- Personnel below L3 are not allowed within the CDCZ Balcony.
Theta-1
-Theta-1 are exempt from Site Restrictions only when they are escorting a VIP entering said areas, or are ordered in said area by a VIP.
Trespassing may be categorized as any of the three levels of infractions. The Ethics Committee will determine the level of the offense
FR:2 - General Behavior
General Behavior
Foundation Personnel (FP) are expected to maintain professional conduct. This includes being polite, formal, and mature at all times. Excessive trolling, messing around, or any behavior deemed unethical by the Ethics Committee will not be tolerated. This includes, but is not limited to:
Intolerant, abusive, racist, or malicious behavior.
Turning a blind eye to misconduct.
RO-Banging.
Disregarding protocols.
FP must represent themselves and their departments positively. Close doors behind you, and ensure to have respect for others as well as yourself.
All CoRE violations must be reported to the Ethics Committee. Ignoring such violations will result in a breach of FR:2. Violations of General Behavior will initially be categorized as minor infractions. However, repeated offenses may escalate to a medium infraction.
FR:3 - Dress Code
Accessories
Presenting a professional & modest image on site is important for the Foundation and all of its members to ensure that we showcase ourselves within a respectable & professional image.
While dress code rules are not specific as far as attire, it should be common knowledge that over-excessive items, clothing, hats, etc. should be avoided.
If you are wearing such an item and are asked to change/remove it, you must do so, or face further penalty governed by the Ethics Committee or Executive personnel.
Unrealistic/Irregular Skin Tone
Avoid unrealistic skin tones (red, blue, yellow, etc), and try to stick to monotone and realistic tones (white, brown, tan).
You may be asked to change skin tone while on site if deemed inappropriate, and failure to comply will result in penalty.
Departmental Morphs
You must present yourself properly with the morph your department is provided.
If your morph is in a glitched state (not showing in the intended way) then you are expected to reset to attempt to fix it. If you are unable to have it fixed, contact an Ethics Committee member to notify them of this.
Packages/Bodily Mutations
Packages are strictly prohibited from being worn by Foundation personnel & should be removed when joining Foundation sites.
With the exception of If it is the Headless Head or the ROBLOX Girl Torso. Any other package is considered disruptive.
ANY items that are worn outside of normal attire (hats, shoulder/back accessories) should be within a reasonable guideline and, as stated above, may not become excessive, or you will be asked to remove/change said item.
T-Shirts
T-Shirts are not to be worn by foundation personnel.
Violations of the foundation dress code will be categorized as a minor infraction, however, with repeated offenses it may become a more serious matter.
FR:4 - Usage of Staff Tools
Jet Injector Tool:
Permitted Uses may include:
- Testing on Class D in a designated Testing Chamber
- Injecting an MTF operative with an SCP that boosts their physical performance { Must be authorized via Directorate or above members of staff. }
Unpermitted Uses may include but aren't limited to:
- Injecting a Foundation personnel or Combative personnel {without permission or authorization}
- Taking an injector with a SCP still inside, outside the designated Testing Chamber
Cuff/Detain Tool:
Sanctioned uses may include:
- Detaining an FP for interrogation as a last resort. Ethics Committee personnel should try to civilly communicate with an interrogee.
- Detaining Class-D to transport to a test, check-up, interrogation, or to put them into Solitary confinement.
Unsanctioned uses of detain include but are not limited to:
- Detaining an FP with no justification or reasoning.
- Detaining/cuffing a Class-D to prevent them from using guns outside of solitary confinement enforcement.
- Detaining a combative without justification.
- Cuffing CI or other enemy forces to prevent them from using weapons, SCPs, items, or anything similar.
Wheelchair:
Sanctioned uses include:
- Moving personnel during a checkup or for transportation with consent.
- Moving Class-D during a test.
Unsanctioned uses include but are not limited to:
- Forcefully moving any personnel or disrupting peace.
Tasers:
Sanctioned uses include:
- subduing CDs for solitary confinement.
- Stopping CD from running away from a test
- Situations where a less lethal option is warranted.
- Subduing Foundation Personnel who are posing a significant threat to the safety of other Foundation Personnel.
- Theta-1 are allowed to use the taser in the protection of their VIP.
Unsanctioned uses include but are not limited to:
- Tasing FP who are posing no threat.
Abuse of staff tools may be categorized as a minor infraction on the first offense. On the second or third offense, further action may need to be taken.
FR:5 - Weapon Usage & Self Defense
Non-Combative Personnel:
A weapon may only be equipped and used for reasonable self-defense purposes.
Self-defense may be used only if the aggressor is (or, within their current life, was) visibly armed, and is either actively attempting to violently harm you or those around you.
The Foundation closely follows the Castle Doctrine. You may defend any enclosed space you are in (such as BS, CR) from active, real physical threats to your person.
Self-defense cannot be employed in the presence of assisting combative personnel. If a combative is present, either retreat safely or hide while they handle the threat.
A person may not defend themselves in the case that FIS, Theta-1, Lemegeton or TFD+ attempt to harm them.
Combative Personnel:
Weapons may be equipped and used to your discretion within the limits of the Foundation Guidelines, other CoRE regulations, and your departments procedures.
In active combat or SCP recontainment scenarios, cross-fire accidents are common. The EC and FIS have the right to hold you responsible if deemed appropriate.
If you are ordered by your superior(s) to perform an action that goes against the CoRE or Foundation Guidelines, Refuse & Report (R&R). You will be protected.
Universal Limitations:
There are certain universal limits in place for the usage of weapons.
Trigger control is mandatory. You are responsible for any and all injuries or property damages which occur due to misuse of your weapon.
You may not aim your weapon at FP unless you are actively protecting your officially-assigned VIP from a FP threat.
No person may equip or use weapons that they are not authorized to use, whether it's due to not being in the relevant department or from buying the weapon illegally.
Summary:
For non-combatives; Your weapons may only be used for self-defense in the absence of combative personnel. The only valid reasoning for self-defense is if a person is visibly armed and is either violently harming you or others in your immediate vicinity. You may defend your location from hostile forces, so long as they approach your area explicitly.
For combatives; You have the ability to use your weapons however you and your department deem fit. Accidental cross-fire deaths will often not result in charges against you, however, the choice is ours. Unethical and illegal orders from your department leadership can and must be Refused & Reported (R&R) to the EC or FIS depending on jurisdiction.
For everyone; Using your weapon randomly will likely cause injuries, and as such, is strictly not allowed. Likewise, aiming a weapon at FP is not allowed unless you're protecting a VIP. And finally, if you're not supposed to have a certain weapon, for any reason, you won't get away with equipping or using it. That's just giving us two charges against you.

Weapon misuse will be categorized as a medium infraction on the first offense.
FR:6 - ID Checks & Verification
Combative Forces:
Any member of foundation combative forces (Security Agency & Mobile Task Forces) reserve the right to stop & question Foundation personnel for their Identity Card to verify their persons.
Enforcement Bodies:
Both the Ethics Committee & Foundation Internal Security reserve the authority to at any point in time order any member of Foundation Staff to present their identification to verify their persons.
Refusing to present your identification to an authorized personnel is classified as a minor infraction.
FR: 7 - Termination Procedure
Class-D Personnel
Class-D Personnel may be terminated if caught trespassing outside of the Humanoid Containment Briefing Zone/Cell Block.
Class-D Personnel may be terminated if disruptive towards medical examination/scientific research & testing.
Class-D Personnel may be terminated if they do not move from cross fire.
Foundation Personnel
Foundation Personnel may be terminated if deemed violently aggressive to other members of staff/D-Class without reason.
Foundation Personnel may be terminated for trespassing into sensitive areas/areas majorly outside their clearance.
Foundation Personnel may be terminated if refusing direct orders to leave areas in which they are trespassing within or interrupting combative/enforcement bodies operations.
Improper Class-D terminations are categorized as a medium offense on the first violation.
FR: 8 - Radio Communication
Suitable Use of Radio Communication:
These may include; communicating orders/directives to personnel, relaying information, requesting Class-D and combative to escort/participate in a test and/or medical check-up, convey locations, or current situations.
Non-Suitable Use of Radio Communication:
These may include; use of radio communication include; spamming messages to flood channel, talking on the radio without any directive or reason other then just to chat, relaying of false, misleading, or redundant information, and argumentative comments/discourse.
Inappropriate use of radio relays are to be punished as a minor infraction on the first offense.
FR: 9 - Murder and Manslaughter
Murder:
The Ethics Committee handle cases involving Level-0 to Level-2
The Foundation Intelligence Service handle cases involving Level-3 to Level-5
In the circumstance that a Level-0 to Level-2 personnel were to murder an executive level personnel, FIS will take charge of the case.
Manslaughter :
Manslaughter is characterized as accidental. This falls under FIS jurisdiction.
Murder and Manslaughter are to be punished as a major infraction.
FR: 10 - Attempted Murder & Accidental Cross-Fire
Attempted Murder:
Attempted Murder is the act of attempting to kill a individual.
Assault classifies as attempted murder
Assault is harming any personnel without reason. Includes amputation, knives, guns, and any other tools which can cause harm or death.
Accidental Cross-Fire:
Accidental Cross-Fire is the act of shooting a fellow combative or foundation personal, either by them walking in front of you while firing or by you moving behind them accidentally. If the individual is killed then this will be classified as Manslaughter.
Attempted murder is categorized as a minor infraction but may be a major infraction depending on the circumstances.
FR: 11 - Procedure During Alarms
Definition
All personnel that have no place or responsibility to the alarm(s) that are sounded, must take refuge in the Breach Shelter or Blast Shelter.
Exceptions

FIS
Department Directors
Refusal to practice basic safety measures in the case of an emergency is a minor infraction.
FR: 12 - Spam and Lag Creation
Spam can include but is not limited to:
an individual abusing a tool or item by spam equipping or spam interacting; eg, Drinks, Medkits, doors, tools, etc.
Lag creation can include but is not limited to:
spamming medkits, sodas, guns, ammo boxes, and so on.
Spam is categorized as a minor infraction and lag creation is a medium infraction. However, on-site admins may determine it necessary to issue a temporary ban or mute for said offences.
FR: 13 - Biohazard Suits
Biohazard Suits:
Biohazard Suits should only be worn inside of U0, U2, U3, or MD when conducting a cross-test or virus test, or when engaging in any action that requiring a Biohazard Suit.
Biohazard suits are required to be worn when entering U0.
Termination should only be used in situations where no other option is viable.
Once you are finished with said procedures, you must take the suit off immediately.
Failure to reset after the use of a biohazard suit is classified as a minor infraction, however if the personnel refuses to reset after being warned, further action may be taken.
FR: 14 - Use of Black Market
Black Market:
The black market is restricted to only Class D use.
Using the black market as a foundation personnel is a medium infraction.
FR: 15 - Class-D Team Permissions & Guidelines
Class D Team Permissions:
Foundation Personnel are authorized to be on CD team whenever they like, the only exception to this is if they are in a combative department and a raid/riot occurs, if a raid/riot occurs they must get off CD team and fulfill their combative duties, unless the majority of the CDs rioting are combatives.
Class D Team Guidelines:
When on Class-D team you are allowed to fully partake in the activities of a regular Class-D.
As a regular Class-D, you are subject to facing punishment in Solitary Confinement for your actions and are required to serve your solitary sentence before returning to Foundation Personnel team.
For information regarding which FR's come into play while on CD team, please refer to "The Foundation Conduct Accountability Act"
It is important to remember that Class-D team permissions are a privilege and shouldn't be taken for granted.
Failure to follow Class-D team guidelines is a medium infraction.
FR: 16 - Vigilantism
Vigilantism: Fulfilling the duties of a combative when you have no authority to do so.
As such:
Foundation Personnel are not permitted to attempt to help combatives in securing the CDCZ.
This includes, but is not limited to, seeking out CD to terminate or fighting CD in the CDCZ.
Vigilantism is either a medium infraction or a major infraction depending on the severity of the offense.
FR: 17 - Loopholes
A loophole is defined as abusing flaws within CoRE
Loopholes should not be abused for any purpose of self-benefit, or benefitting others.
Loopholes should not be used to threaten or harm other foundation personnel.
The Ethics Committee and all other enforcement agencies have the final say in deciding loopholes.
Any loopholes you discover in the CoRE should be reported to the Ethics Committee.
Any offenses under this regulation will be met with any of the three levels of infractions, depending on the severity
FR: 18 - Spectating Tests and Events
Specting Tests and Events:
FP are permitted to spectate Tests and Events if they have been given permission to by the host.
Combatives are permitted in the circumstance that CDC has people guarding it, or they are escorting the test. If spectating then they will need permission from the host.
Level-4+, Foundation Intelligence Service, and Ethics Committee are permitted to spectate tests, medical checkups, and DEA tours.
Not allowing authorized personnel to spectate tests is a medium infraction.
FR: 19 - Evasion of Authority
The act of using means to escape investigative bodies in-game and/or through discord or otherwise conceal criminal acts shall be defined as Evasion of Authority
Evading EC or FIS through both on-site and Discord
Not reporting criminal acts to either EC or FIS
Evasion of authority may be a medium or major infraction.
FR: 20 - Ethical Treatment of Class-D
Ethical Treatment of Class-D:
Class-D are to undergo the same treatment as every other Class-D and cannot have any bias put against them.
Class-D who are in solitary confinement must be let out by a combative if they are to die due to an accidental death.
Class-D who voluntarily participate in a test are to be released early from solitary confinement upon completion of the test.
Unethical treatment of Class-D is a medium infraction.
FR: 21 - Administrative Orders
Must follow all orders, if reasonable and ethical, from any Level-5 +
Failure to obey ethical orders from Level-5+ is insubordination, classified as a medium or major infraction.
FR: 22 - Departmental Limitations
The limitation on personnel membership to and within Departments under the Foundation.
Department Limitations are as follows:

▪ 1 Major 2 Minors
▪ 3 Minor Departments
Members may not hold membership of both MTF/SA simultaneously

Department Positioning Limitations:
Personnel who hold Directorate position within a department (Access clearance of Level-4) or higher are not permitted to hold a position of equivalent or superior rank in multiple departments simultaneously.
Refusing to follow departmental limitations is categorized as a medium infraction.
FR: 23 - Ethics Committee Jurisdiction
Regulatory Branch
The Ethics Committees regulatory jurisdiction encompasses the entirety of CoRE enforcement excluding specifically highlighted areas within the FIS Jurisdiction card & accompanying right to investigate suspected violations of CoRE.
Legislative Branch
The Ethics Committees Legislative branch's jurisdiction extends to the ability to amend, write & establish official legislation within the Code of Regulation’s & Ethics.
Stepping outside of your jurisdiction is categorized either as a major or medium offense.
FR: 24 - Interference with Duties of Combative Departments
Being generally disruptive to combative duties on site. Failure to comply with basic safety procedures during combative situations can lead to larger consequences for yourself or others. Interfereing with duties can be represented by a number of things, such as:
Theta - 1 Guarding - Purposefully disrupting Theta formations and operations.
Chi -7 Containment - Disrupting containment procedures/making the situation worse.
General combative duties - Preventing combatives from entering certain areas, getting in the line of fire, being a general nuisance.
Riots/raids - Failure to properly secure yourself in a shelter, disrupting combative activities during riots/raids, putting yourself or others at risk.
CDCZ - Crowding VA during potential CD breaches, entering CDCZ without proper escort and causing trouble.
Evacuation - Slowing down or disrupting evacuation procedures, as well as not reporting to the evacuation area.
Interference with departmental duties is a medium infraction.
FR: 25 - Breach and Riot Procedure
Foundation Personnel
In the event of a containment failure, all Foundation personnel not acquitted with access clearance of Level-4+ are required to report to a breach shelter and remain there until proper containment measures have been re-established.
In the event of a shelter-in-place order, all Foundation Personnel not acquitted with an access clearance of Level-4+ are required to find shelter within the nearest room that provides adequate shelter. If personnel cannot find a room that is either accessible or uncompromised, high-ranking personnel may assist them into rooms they may not otherwise have access to.
Personnel are only to attempt to reach the breach shelter under circumstances that they do not interfere with combative efforts to re-establish containment/escalate the situation.
Executive Personnel
Personnel holding access clearance of level-4+ are not required to remain within a safe location or take refuge within the breach shelter during containment failure however are not permitted to involve themselves within efforts to re-establish containment.
Any Executive obstruction & interference with combative efforts will lead to disciplinary action from the Ethics Committee.
Overwatch Command
Members of Overwatch Command are not restricted in adhering to breach procedure.
Combative Personnel
Combative personnel may not pass the Unit 1 checkpoint door during an event riot unless specified otherwise by any Level-4 and above.
Combative personnel may not lock down any area during an event riot.
Combative personnel may not SC anyone during an event riot.
Failure to take refuge in a breach shelter during an emergency protocol is categorized as a minor infraction.
FR: 26 - Usage of Terminal Commands
Principals
The Command Terminal is to be used exclusively by Executive or Combative Personnel on site to issue site wide security levels & alarms when appropriate.
Executive or Combative Personnel who are on the Class-D team are not permitted to use the terminal under any circumstances.
The Command Terminal may only be used to initiate Site Protocol in the events of:
A Containment Failure
Class-D uprisings
Foreign/Hostile presence within site premises
Biological/Infectious outbreaks
Paramilitary Events i.e. Uprisings from Foundation Staff/Rogue Elements
Misuse of Command Terminals for unreasonable purposes is strictly prohibited by any member of Foundation Executive or Combative Personnel.
Misuse of command terminals is a major infraction.
FR: 27 - Interference with Duties of Law Enforcement Departments
Ethics Committee - Disrupting interrogation processes, detainment process. Interfering with discord investigation processes falls under this as well. Leaking information while a case is still being ruled all will also earn punishment. Attempting to prevent proper CoRE enforcement under any means will earn punishment.
FIS - Leaking of any information during FIS investigation immediately transfers any case/punishment jurisdiction to FIS, and will be taken as a major infraction. The same rules that apply to EC will also apply to FIS.
Interference with departmental duties is a medium infraction.
FR: 28 - Usage of Roblox Voice Chat on-site
Foundation Personnel
Roblox Voice Chat is permitted to be used to communicate and talk in a professional or informal matter. But it is not permitted to be used to play loud or disruptive audios.
General Behavior regulations still apply to the usage of voice communications.
Voice chat misuse is a minor infraction.
FR: 29 - Usage of Helicopters
Executive Personnel
Executive Personnel desiring to fly helicopters must either have permission from O5+ or be FD+.
Combative Personnel
Combative Personnel are permitted to fly helicopters if they are properly certified and have permission from high command in their respective combative department.
FR: 30 - Surface Access
Combative Personnel:
Combative personnel are permitted on the surface and at site Lambda for any departmental purpose or event.
Executive Personnel
Executive personnel are permitted to the surface as far as the bottom of the first hill. They may not go to Lambda or take any vehicles unless permitted by an event.
Department of External Affairs
The Department of External Affairs may take foreign representatives as far as the loading bay. They may not use vehicles or visit Lambda. With events as an exception.
Foundation Personnel
Foundation personnel beneath the rank Level-4 are not permitted on the surface unless otherwise permitted by an event.
Improper access of the surface is a medium infraction.
FR: 31 - Testing
Testing:
Class-Ds should usually be the only personnel that may participate in a test. However, foundation personnel can participate in a backrooms expedition if the scientist permits it.
Combatives are the only personnel permitted in the containment units of anomalous entities.
Violations of general ethical testing guidelines are classified as a minor-medium infraction.
Terminations:
Class-D personnel may only be terminated with reasonable cause, such as:
The Class-D has a walkspeed above 40 as determined by a MD member.
The Class-D has a health above 400 as determined by a MD member.
The Class-D's appearance is altered (size differentials, unproportionate, or not possessing humanoid characteristics.)
The Class-D has an SCP that is unable to be put back.
The Class-D has been infected with an SCP and is infectious.
Class-D is non-compliant.
Class-D cannot be retrieved without termination.
Unethical terminations of Class-D is a minor offense for the first two infractions, and then is classified a medium offense.
FR: 32 - Class-D Containment Regulations
Containment Regulations:
Class-D Personnel should always stay in the Humanoid Containment Zone (CDCZ).
Class-D personnel can exit the Humanoid Containment Zone (CDCZ) with combative escort while being detained only for a scientific test, medical checkup or exam, and/or interview.
Only Facility Director+ can escort Class-D personnel outside of the Humanoid Containment Zone (CDCZ) without a valid reasoning.
For escaped Class-D’s refer to FR.7 or attempt to detain the escapee.
Failure to follow Class-D Containment Regulations will result in a minor-medium infraction depending on the severity.
FR: 33 - Name Dropping
Name Dropping Regulations:
Name dropping individuals with the purpose of interfering with departmental duties, or wanting to harass members on Lemegeton Team or Foundation Intelligence Service Team will be punished accordingly by the Ethics Committee.
Personnel who are allowed to name drop the previously mentioned personnel on team are: Facility Director+ only. All others who name drop will face punishment.
Name Dropping will result in a minor infraction on the first offense and a medium infraction on the second offense.
FR: 34 - Vehicle Usage
Proper Vehicle Usage:
When given the chance to use a vehicle, Foundation Personnel are expected to use it correctly and not abuse it.
This includes, but is not limited to, the Francis mobility scooter and the vehicles found on the surface.
Foundation Personnel are not permitted to utilize a vehicle without express permission, and are not to drive them inside the facility.
If a vehicle is found within the site, a combative member is to move the vehicle back to the surface, or to a more safe location.
Improper usage of a vehicle is a medium infraction.
